The exhibition which is dedicated to the memory of Viktor Vasyliovych Petrakov

January 26, 2017 in Kirovograd Regional Art Museum there was the exhibition "He went ..." which is dedicated to the memory of public figure and ethnographer, philanthropist and collector Viktor Petrakov.

Viktor Vasyliovych Petrakov was born on December 17, 1947 in Vasilkov, Kyiv region (his passport recorded 3 January 1948).

He graduated Kirovograd State Pedagogical Institute in 1969 and Poltava State Pedagogical Institute in 1977.

He worked in Svitlovodsk, Kirovograd and then was invited to Moscow, where he worked in the Central Committee of Komsomol sector "Olympics-80." Viktor was responsible for the development of children's sport in the Department of Sports and defense-mass work; he also was a member of the Presidium of the Federation of sailing and chess of USSR. He was sent as advisor of the youth movement, entrepreneurship and tourism and was trained at the Center for Innovation Management and the Institute of Youth.

In 1996 ? 2012 he worked in the system of National Service for the Conservation of Cultural Property (from the deputy head to the leader of "Rosohoronkultura").

Having worked in a service of "Rosohoronkultura", Victor Vasyliovych concentrated his efforts on creating a system of control over cultural values, selection and placement of local conservation of cultural values, organization of licensing antique trade and the creation of civilized antique market in Russia.

He paid great attention to the search and return the works of art that have been stolen from museums and private collections, libraries, archives and those which were illegally appropriated.

Victor Vasyliovych gave special attention to the activity of the Ukrainian-Russian cooperation in the field of restitution of cultural property. He headed a working group of the Ukrainian-Russian experts on these issues.

V.V. Petrakov headed the organizing committee on preparation and holding of scientific-practical conference on cooperation with the countries-participants of CIS in combating illicit trafficking of cultural property (December 2000).

Petrakov’s activities substantially contributed the return to Ukraine fragments of frescoes of St. Michael's Cathedral and the continuation of negotiations on the further return of Ukrainian relics, unique icons, awards and other items. In particular, on September 2011, with the assistance of Petrakov there was a return of the unique icon of XV century to the Lviv National Museum by Andriy Sheptytsky, which was stolen in 1984.

He had numerous honors and awards: was awarded the medal "For Labor", order "Red Banner of Labor", medal "1500 anniversary of Kyiv", medal "300 years of Russian Fleet", medal "850 years of Moscow", order "For Merit to the Fatherland" of II degree, order of "St. Sergiy Radonezhskiy" of III degree, order of "Friendship of the Lao People's Democratic Republic", order of "Honor" and others.

He was awarded the National Prize of Russia "The Best Book of the Year" in 2006, 2007 and 2010.

Victor Vasyliovych was awarded by the state awards of Ukraine ? the order "For Merit" of the III degree (2006) and the order "For Merit" of II the degree (2012), for the significant contribution to the preservation and return of historical and cultural heritage of Russia and Ukraine and the strengthening of friendship and cultural cooperation with Ukraine.

He was the laureate of the Kirovograd Regional Prize of Volodymyr Yastryebov (2005) for the book "Little Paris. Elysavedhrad in the old postcard". This publication is dedicated to the history of Kirovograd and opens it in an unusual perspective, and today it’s one of the best history books of the city.

In 2007 with the assistance of Viktor Petrakov there was a transportation design collections of the famous countryman, the national artist of the USSR Petro Ossowskiy across the state border of the department for the creating a regional artistic museum – a picture gallery of Petro Ossowskiy "The World and Fatherland", which was opened on May 18, 2007.

In 2010 Viktor Petrakov published a book "Lev Matsievych. Commemorative book. Biography. Documents. Publications ", which is dedicated to the outstanding engineer and aviator.

Viktor Vasyliovych was the author and curator of a huge number of exhibition projects both in the museum and beyond. Among them there are photo-exhibitions "Winged memory of the Victory", "China by the eyes of a countryman", an exposure to the 170th anniversary of the famous son of Elysavetgrad land, a prominent military leader, scientist, writer and ethnographer Mykola Ivanovych Grodekov (1843-1913) and others.

December 17, 2012 in the Regional Art Museum there was the exhibition dedicated to the 65th anniversary of Viktor Petrakov.

Viktor Petrakov was the author of numerous articles, publications and monographs of Elysavedhrad-Kirovograd.

He produced a series of leaflets about famous people of the land, among which – Olexandr Osmiorkin, Petro Ossovskiy, Mykola Raevskiy, Arseniy Tarkovskiy, Olexandr Ilyin, Lev Matsievich and many others.

Viktor Vasyliovych cared Nastia Shkoda ? an excellent talented girl with disabilities, who had many probations of the life. By the 20th anniversary of the young artist and an active member of dance competitions Viktor Petrakov prepared, presented and printed the greeting cards and in the same 2011 he gave Anastasia the special wheelchairs (both to improve life and for dancing in wheelchairs). On September 2013, he presented and handed the book of Volodymyr Melnichenko "Taras Shevchenko. My sole friends" to the 200th anniversary of Taras Shevchenko to a descendant Anastasiya Shkoda (as was referred in this publication).

By the 55th anniversary of Viktor Petrakov, a famous sculptor-medalist, member of the National Union of Artists of Ukraine Vyacheslav Popov created a commemorative medal "Always in motion", which reflects the credo of V.V. Petrakov. With the initiative and active participation of Petrakov, V. Popov created the medals dedicated to famous figures of history and culture of our land, glorious fellow, and not only. Among them – P. Ossovskiy, O. Osmiorkin, I. Pohytonov, A.Tarkovskiy etc.

V.V. Petrakov was the initiator and author of the idea edition of famous artist and countryman V.O. Fedorov "Kirovograd in the works of Volodymyr Fedorov". With his active participation in cooperation with the regional art museum the album was prepared for printing. The album publishing was made in 2014 to the 75th anniversary of Kirovograd region. The presentation of the album took place at the Regional Art Museum on February 28, 2014.

Victor personally brought interesting materials, albums, books, cards, medals from everywhere and passed them to friends and to acquaintances museums, libraries, archives, educational institutions (mostly in our city). In the permanent exhibition of regional art museum there are stuff presented, which were transferred by Viktor Petrakov.

In recent years, Viktor Vasyliovych Petrakov was seriously ill and died on 18 December, 2016.

The exhibition presents the objects from the collection of the Viktor’s Vasyliovych family, from the funds from Kirovograd Regional Art Museum, Kirovograd Regional Museum, Kirovograd Art Memorial Museum of O.O. Osmiorkin, Kirovograd literary memorial museum of I.K. Karpenko-Karyi, National Museum of Henryh Neuhaus at Kirovograd musical school №1 of G.G. Neuhaus, State Archives of Kirovograd region, photos provided by Vyacheslav Popov, Yuriy Tyutyushkin, Vyacheslav Belov etc.

At the opening ceremony there were good words said about Viktor Vasyliovych by Stanislav Yanchukov, Yakiv Bondar, Vadym Smotrenko, Anatoliy Korotkov, Tamara Samiliak, Yuriy Tyutyushkin, Nataliya Ahapeeva, Nadiya Lisniak, Anriy Nadezhdin, Vitaliy Postolatiy, Viktor Lysenko, Kateryna Lisniak, Olga Stepanova, Valentyna Nozhenko and other participants of the event.

At the exhibition opening there was Olexandr Mykolayovych Dynych, the brother of Nina Mykolaivna, of the wife of Viktor Vasyliovych, who thanked from his family for the memory, warm and sincere words of Viktor Petrakov at the end of the event.
